both my dvd and cd drives have somekind of error in the
regsitry code 19. I have not access to either of these so
I can't reinstal windows eventhough I have the cd's!

What about downloading and installing drivers for them from the internet?
You usually don't need drivers for such things, but that doesn't mean they
don't exist. Updating their drivers may be enough to fix their problem.

I tried updating every single driver for it and they are
still down. They both went down at the same time so my
only shot is to reconfigure the registry as someone
poseted a while back...gulp!

The majority of the problems is that the upper/lower filters for the drives
are missing/incomplete. Try www.kellys-korner-xp.com and look for a reg
patch.

Goto http://aumha.org/win5/a/xpcd.php#problems
See the second "problem" (read the caveats)
Run the provided registry patch

That should fix your problem (basically, a filter driver is missing or
non-operational, the registry patch will delete the filter drivers
references for your cdrom(s))

Basically, the reg file from above carries out the steps displayed at this
website

CD-ROM Drive or DVD-ROM Drive Missing After You Install Windows XP
