Mysterious Reboots and other problems HP DVD Writer Modem

This pc just decides to reboot; sometimes when I am in
the middle of writing an unsaved doc or e-mail! It also
freezes, sometimes it will not restart properly, or shut
down (remember win98?) It has been scanned very
everything imaginable so there is no spyware, trojans,
viruses, etc.
I used the PC Dr. program and the CPUs had a message on
the pictures (although they passed the test):" PC
Dr/System Devices/System Test/CPU (both CPUs): (although
they passed the tests): "can't find resource for bundle
java.utilPropertyResource Bundle
, KeyProcessorCategory"
Here is the test result for the modem: (I do not know why
it failed as I was able to dial up on the net. TG I have
DSL now) The fax program on this pc is very basic.

Scandisk did find some problems, but fixed them.
My pc manufacturer HP told me it's my op system. IT IS
NOT. This pc has a 250 gig hd; 1 gig ddram, 3.06 mhz, P4
system. It is a dual processor model if that helps.
Compaq told me it was the hd and that $1000 piece of junk
had a bad motherboard the whole time.
Anyway, the DVD writer. This model has a proprietary
DVD/CD writer. One cannot save directly to it; one must
use another application. The other day, I tried a newer
model, brought a DVDRW disk and wrote a short note. A
message stated "pending document", I inserted the disk,
and it wrote directly to the disk.
I told HP to find a way to fix the problem. It won't even
read some disks with my data on it! It says their blank
or that the drive is "write Protected." I am not trying
to copy music, just documents! It will however, copy a CD
to a CD with no problem. I forgot to mark a DVD and may
have erased the contents because of this problem.
I appreciate your help, as HP techs are well, my bird
knows more...

One problem is immediately and painfully obvious. If using
Scandisk, then hard disk uses the ten year obsolete FAT
filesystem. FAT is just another reason why Windows 9x/ME was
so unreliable. You should have been using NTFS.

System crashes - what basic information is collected? What
does XP's system (event) logs say - logs that make information
on the 'Blue Screen of Death' obsolete. What did diagnostics
- provided free by any responsible computer vendor - say? And
then we have the foundation of every computer. Without
collecting important numbers (like taking a human's
temperature and blood pressure), then we don't have a clue as
to whether hardware is reliable. Procedure to obtain those
