Here is a recommendation from R.C. Macarty that might help:
What I did to avoid a re-download was:
1.) Use IsoBuster to extract the DVD and Bootable Image
a.) LB2CFRE_EN_DVD
b.) BootCatalog.Cat
c.) Microsoft Corporation.Img
2.) Manually create a bootable DVD-R using the .Img
a.) Add the BootCatalog.Cat module
3.) Load the contents of the extracted LB2CFRE_EN_DVD
4.) Name the disk appropriately
4.) Burn the Disk
This is a generalized set of instructions. I would have to go back and look
at my notes for any additional steps/options.

You must have a DVD Burner to burn the image First.
The fastest way to do it, is to use StartSmart and select Copy and Image >
"Burn image to disk".

Insert a Blank DVD, open Nero StartSmart > change the media type to DVD >
select Copy and Backup > click "Burn Image to Disc" > navigate to where the
Windows Vista BETA 2 Image is stored on your hard disk, (note: if you don't
see it, make sure the image file type is changed to ISO" click Open and the
burning wizard will automatically start.

It sounds like you tried the option of creating a bootable DVD and then
added the ISO file to it. Instead, use the option in Nero to burn an image
to disk, browse to the downloaded ISO and then burn. The resulting DVD will
be bootable.

If, for whatever reason, you can't get that to work, go and download
burncdcc from http://www.terabyteunlimited.com/utilities.html. Run it,
browse for the iso file, and burn. The program does basically one thing,
does it very well, and without a lot of confusing options.
