net user commands for vista

Default net user commands for vista

Do the "net user xxxx pwd /add" and "net user xxxx /delete" commands work for
any version of Vista? I can't find anything and I need to control computers
with 50+ logins on each. Also, is there a way to set an on/off time for
programs in vista or to disable a program without saying "allow certain
programs" in Vista?
