Network Red X, Services won't start, Access Denied

Hi, I just did a clean install of Vista Home Premium. The network icon in the
system tray has a red X through it. However, the network works. I can connect
to all the computers on my LAN. However, I can't connect to the Internet so I
haven't downloaded any updates. I have installed drivers and everything is
cool in Device Manager.

Several services will not start, I get an access denied error when they try
to start:
Network Location Awareness
DHCP Client
Network List Service
Windows Time
Base Filtering Engine
Diagnostic Policy Service


Normally I would look in the Local GPO, but can't find that in this edition
of Vista.
Any help

Was getting the same issues today as well. I don't know what the deal is I
figured I'd just let Vista fix it for me and then it kept telling me access
denied when I'm the only account. Hopefully some one will post an answer
incase my new install runs into the same issue, that is if it will install.

If it really is a permissions issue, it should be an easy fix once the
problem is identitified.
It just that with a home version, it is much harder to troubleshoot.

I've been having similiar issues. The Network list service refuses to start
and the netowrk conection status icon simply shows the red X, however I do
have full network connectivity. The service Network list service is stopped
and fails to start with the message "insufficient resources" heh. 80 % of the
system resources are free.
I looked in the service itself and it is running as "local Service" not as a
system account as i would have expected. I tried setting it to a local system
account and Vista instead replied that all processes in this set must use the
same logon credentials. my guess is that Vista is referring to the fact that
network list like so many of vista's processes runs as svchost.exe. I was
able to change back to local service account with a blank password. Now the
Service still does not start.... Ideas?
