New Hard Drive not detected?

I installed a new Seagate 40gig HD.
After setting the CMOS to Auto detect Primary and setting
to LBA. Save & Exit/
Freezes on boot, Says: Dectecting IDE Primary Master....
[press F4 to skip]

Before this happened I tried to a clean install of WIN-XP
and did a Partition on the drive. Now when I look in
trouble shooting, it says to useFDISK or other
partitioning utility to format the drive./ When I try to
do that, it cannot, because XP format was not done in FAT.
((What can I do now??)) Can some one please help,
desperate and frustrated ;(
Note: I only have the one hard drive installed.
and a new Video card installed at same time.

Later on, I decided to go into CMOS and do IDD HDD Auto
Detection.
Primary Master = NONE
Primary Slave = User

What does this mean ????

If the motherboard isn't detecting the drive, Windows surely won't. Are the
jumpers and cables correct?

Windows is not installed, its brand new , going to do a
Windows XP install.
Jumpers , tried Master, then Limit , now going to try all
the rest and see if any will work.
