If you right click My Computer then select Manage then Disk Management - you
should be able to format the drive there.

The standard way would be to boot from the CD and partition the drive first
before using "Manage" in windows. As you say you don't have a XP disk so I
think you will need to download the set of boot floppy disks from MS (6 in
total) to take the place of the bootable CD.

He can use the "New Partition Wizard" in disk management
to partition the drive.
