In Windows XP, click Help and Support on the Start menu. Click Send your
feedback to Microsoft, and then fill out the Product Suggestion page that
appears.

Not a bad idea... if you know anything about html and
java then you can create a webpage with the run command
integrated into it (i know there's a way to do it) and
then either set that as your desktop background or as an
object on the desktop...

The other thing you might want to try doing is running a
search on Google.com to see if there are thrid party
programs that would do what you want.

Why not just just press Windows Key + R?

Click Start and drag the run command to the desktop.
