New User Cannot Start Any .Exe

I have Windows XP Home SP 3. My computer has two user accounts: one is a Computer Administrator and the other is a Limited User. Both accounts work great - no problems.

I recently added a new user account, another Limited User. This new user account cannot run any .exe files from the Start menu. Windows claims it can't find the file. And it can't start applications from \...\Program Files either, because Windows won't allow access to the folder. What's more, Internet Explorer 7 has a rather strange interface that looks a lot like Internet Explorer 6.

I thought to myself "oh well, corrupt user profile," so I deleted the new user account (from my Administrator account, natch) and re-created it. Same problem. So I deleted and re-created the user account again, only this time I made it a Computer Administrator account. Same problem! Since when can a Computer Administrator not run .exes?

How can I get new user accounts to work properly? Thanks for your help.

My problem had to do with NTFS file permissions, which trump user account
privileges every time.

The tip-off came when I tried to open the \Program Files folder in the newly
created user account and received an error message saying: C:\Program Files
is not accessible. Access is denied.

Because I have the Home Edition of Windows XP, I had to boot to Safe Mode
and disable Simple File Sharing; then I could adjust the NTFS permissions.

I don't understand *why* I had to do this, but it solved the problem.

Hi

You can try to delete the user and the user profile from control panel if it
is there. For the steps you can check the following page.

Switch to Control Panel and Systems. At the System Properties property
sheet, click the Advanced tab. Then, click Settings in the User Profiles
area to display the User Profiles dialog box. There you can click on the
Delete button to delete the profile for the specific user if it is there.

Then you can try again to create that user and see if the problem persists.

If the problem persists, you can also try the steps on the following page.

Be sure to check the permission on the destination folders and files to make
sure the specific user is not blocked from accessing by the permission
settings.

If the problem persists, you may check the local group policy or any group
policy from network and see whether there is anything configured for the
specific user.

You may also try to use a slightly different user name as a walkaround.
