Newbie AUC Problem

Brand new Vista Ultimate 64 bit user.

I try to open the C: Docs and Settings folder, so I can tweak and edit the
Start Programs layout. I get an "access denied" message.

I'm the sole user on the machine. I was given to understand that this is an
AUC problem. I went to the Security Center, and I thought succeeded in
turning off AUC. But after a restart, I'm still locked out of Docs and
Settings.

If I right click the folder and select Properties | Security |
Administrators, Every Permission except "Special permissions is checked
"allow".

If I go back to the "Turn AUC On/Off" screen, It appears only to offer the
"turn it on" option.

So what's missing? And if I'm the administrator sole user, and can't have
access, then who does have access?
