Try going into "appearance" & finding "taskbar & start menu"
Go into start menu.
Then I think it's "custamise"
Then "advanced" tab.
Scroll to bottom item in list & click "show"
OK?

While in Control Panel, look on the left side in the column, and under Control Panel, click on "Switch to Classic View".

I've already switched to Classic View, I've added the
Administrative Tools to the Start Menu and I can't see
them in either the Start Menu or in the Control Panel. On
the Start Menu it just displays a grayed out (Empty) and
when I go through the Control Panel the folder is empty.
