No Dial Tone but Modem Works

Hi,
I've been using the WinXP Fax client. It had worked for the longest
time without a hitch and then I don't know what happened. It no longer
recognizes a dial tone (and its more than just the fax -- the dialup
networking doesn't recognize a dialtone either). It does, however,
display a balloon notification when the line rings. I believe the
modem works, but I don't know. Aby thoughts?
