No longer able to access Network & Sharing pages

Default No longer able to access Network & Sharing pages

I don't know if there was an update that wiped this ability. I have tried
several things to be able to get to the pages under Network & Sharing but the
pages either open blank windows that never show information or the pages open
up windows that show information and links but, nothing on the page works
(i.e., page is frozen). Also, my wireless network icon at the bottom right
portion of the screen never changes from disconnected, even when I am
connected to a wireless network. If I roll the mouse arrow over it, I get
the message "Connection status: unknown. Server execution failed."

I have attempted to run restore and repair programs from the Vista CD, but
they do not show anything wrong. I have also run regsvr32 at the command
prompt to no avail. This occurs every time I start up my computer.

Any help would be appreciated.

You may need to add administrator to local service. This search result may
help.

Vista issuesNetwork and sharing center freezes, server execution failed ....
The Vista Unidentified Network or Limited Connectivity could be hardware,

I followed the steps as directed at the safe mode with command prompt but
didn't get the completed sucessfully message. It didn't work. Here's what I
typed:

net localgroup "Administrator" "Local Service"/ add

what do you think is wrong?

I believe the problem is "net localgroup "Administrator" "Local Service"/
add". It should be "net localgroup "Administrator" "Local Service" /add"
(Note: these is a space between " and / and these is no space between / and
add". Please post back with the result.
