Notification bubble keeps defulting to on, can't disable

Two issues that may be related: I cannot disable notification bubble that
tells me "window has disabled certain startup items", plus in security center
the option “change the way security center notifies me� does not let me
change its option, it keeps defaulting back to “notify all� I tried to check
“Don’t notify me� but it stays on “yes Notify me� It won’t allow me to
change it.

I have tried the following and nothing works: I disabled Defender, I checked
to make sure I have full administrator privileges, I do.
Can anyone advise? Thank you,
