OK.. I have a major question here.

Ok. Some say this is legal some say it is not. What I would like to do is use
my same CD KEY from a Windows XP Home Edition Upgrade on a new computer I am
going to build. Can I do this? I want to also have it installed on the
machine I am currently using so I can use it as a mess around and play and
learn more about windows machine/and other OS's . That's Why I would like to
use the same KEY. Not only do I think it is fine to install on more than one
machine that you personally own inside the same house.

OK.. I have a major question here.

Read your End User License Agreement.

Start button on the currently installed XP machine, RUN --> winver --> OK.
Click on the words "End-User License Agreement".

What does it say?

Probably something like:
"Installation and use. You may install, use, access, display and run one
copy of the Product on a single computer, such as a workstation, terminal or
other device ("Workstation Computer")."

No can do. You'll have to purchase a separate "full version" Windows XP
license for the second installation.
