Try this:
Click on Start > Run - type in these commands and press
the <Enter> key after each command,
clicking OK as each file succeeds in being registered.
After all have succeeded, restart the computer and try the web page links
again.
regsvr32 urlmon.dll
regsvr32 msjava.dll
regsvr32 shdocvw.dll
regsvr32 mshtml.dll
regsvr32 browseui.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll

This will generally only hapen when you don't have Internet or networkconnectivity.
