parental controls and web browsing

Default parental controls and web browsing

I have setup my machine to protect those that will click on anything from
being able to do this in the web browser by using parental controls
controling the web browsing.

My issue though is that it seems like it is WAY to tight. I have had to
start white listing EVERYTHING. It also has this problem of saying this is
blocked and then if the user clicks refresh it allows. Weird. For example
our local news paper website was blocked. It appears that Microsoft took
the stance of block everything except for our whitelist. Instead of
blocking only what is in Microsoft's blacklist.

Is there a way to import a better blocking list? Or is this something that
I'm going to just have to control in this way. One other thing I don't
like is when you get the message it doens't give me the option of whitelist
this one time. It is whitelist forever or keep blocking it.

ANY SUGGESTIONS? Or any resources where I can read more (the gritty
details) on this topic.
