Password Protection in Safe Mode - Is it possible?

My kids have figured out how to boot up my computer using safe mode. This
allows them to bypass the normal Windows password login and then they access
the Internet without my knowledge or permission. How can I stop this? I
prefer a solution that I can set up on the computer.

Yes. Boot to Safe Mode and create a password for the built-in Administrator account.

alternatively create a BIOS password and set the option to system and not
setup, that stops everybody!!! (unless you know how to reset the CMOS)
