Permission - Install Programs

Hi;

Need to prevent other users from being able to install a program without
permission, on single user desktop, without having to add another user
account. In other words, I want the user to be able to download, use my
programs, etc. but do not want him to be able to install any new programs
without my permission. (Adding user accounts is too much hassle, as things
don't work after creating the account, they have to be reinstalled) But I
want to limit what programs I will allow them to install.

They think that by downloading the programs installing them then deleting
the executables, and hiding/deleting the shortcuts, that I don't find
out.....As if...
