Phone and Modem Settings

I am having a problem with my phone and modem settings. When I try to add a
location, there are no countries on the drop down list, so I can not save a
location. This is causing problems in Outlook any time I enter a new phone
number, it tries to compare it to my location number and causes the program
to crash. Anyone have any ideas?
