It appears that you have surprised the dialog that comes up when it rotates
and thus it will not rotate the picture for you because of a setting. To
reset this, you will need to do the following.
Open a picture in the Windows Picture and Fax Viewer.
Hold down the Ctrl key and click the Red X in the top right corner.
You will receive a message that all rotation messages you have surpressed
have been reset.
Try and rotate the photo again and see if this fixes the issue for you.
