plug and play problems

i'm continuously having to unplug all of my plug and play
devices and cold boot my computer at start up because i
keep getting a black screen talking about initializing my
plug and play cards, then pnp init completed and a little
blinking white dot. the computer doesn't respond at this
point because all the plug and play devices are no longer
installed....can anybody help me?
