power cycling hard drives while rebooting

heya. i'm using vista ultimate x64 on abit at8 32x and have 2x sata raid0 (2
disks in each) on onboard uli sata ii/raid controller (m1575/m1697). the
other onboard sata controller (silicon image) is disabled in bios as i never
used it. setup worked perfectly on xp sp2 but hard drives are acting strange
when vista is restarting...

1. shutdown -> restart
2. vista shows "...is shutting down" screen and is doing whatever it's doing
3. all four hard drives power off as soon as previous disappears
4. all four hard drives spin up one by one
5. all four hard drives power off again
6. bios screen finally shows up and all four hard drives spin up again one
by one while sata raid controller is detecting them

my question is: is this normal and if it is, is it really necessary? power
cycling hard drives like that is disaster waiting to happen.
never seen such behaviour on xp sp2 using the same hardware.

btw, it was clean install using latest x64 uli sata raid drivers (6.3.0.0).
