Power Options and different users

I have power options set to the same settings under each user profile on my
computer. When I am logged in as my self, it hibernates properly after the
time interval I specified. When my wife's account is logged in it never
hibernates. She was a Power User. I tried making her an administrator and
re-applying the power scheme I wanted but still no luck. The KB articles I
read all seemed to point to looking for a process that is running. Any ideas
on how to pinpoint which one might be the culprit? I can't think of anything
that would be installed for her that I don't have. I checked the event logs
and saw plenty of time periods without any log of any kind where it should
have hibernated. Any other ideas why it might not hibernate properly?

One more thing, the computer will not hibernate if no one is logged in
either. It only hubernates when my account is logged in. Any ideas?
