Default Power Plan Options

I'm running Windows Vista Ultimate with full Admin account and yet I'm unable
to change my Active Power plan. I've tried adjusting the Group Policy and
also using the Power CFG still with no results.. Does anyone have any ideas ?

Thanks..

Anthony
