Printer Causing Problem Starting PC

If my Canon Multipass F60 is turned on and I try to start
my PC it will not boot up. As soon as I turn off the
printer or pull the USB cable the PC will boot. After PC
boots up if I turn on printer I can print with no
problems. I have uninstalled and reinstalled the printer
drivers and downloaded and installed latest drivers from
Canon. The printer works fine on a 2nd PC - also running
XP. I've tried multiple USB ports and get same result.
This is a brand new Dell Dimension 4600.
