Printer driver issues on a network

Windows XP SP1 - The issue here is that Power Users cannot download and
install printer drivers from our print server through the Add Printer
Wizard. I have to log in as the administrator and install the printer first
under the administrator's profile, and only then can the Power Users connect
to the printer. I would like them to be able to make an initial connection
to the printer (including the initial driver download) without me having to
go around to all our workstations, but all I can find is that you must be
logged in to a computer as an administrator to install drivers that are not
already on your computer. Is there a way that I can allow my Power Users the
ability to install the printer drivers?

The error message that comes up is "A policy is in effect on your computer
which prevents you from connecting to this print queue." I have found
KB319939, and this article does not apply because we are not running active
directory and "point and print" is not an issue here.
