Use a different phone line for one of the two devices. What's happening is
your PC's Fax modem sends CNG tones out the phone line to alert the remote
Fax machine that a fax is being sent. Your local Fax machine connected to
the same phone line as the PC sending the fax hears these tones and responds
accordingly, it switches into receive mode and receives the fax. The only
way to prevent this from happening is to prevent the local Fax machine from
hearing the PC's modem and that pretty much requires a different phone line.
