Problem window

I have two possible suggestions for this,

Check out these two area of the registry that run things
on start up, use regedit.exe

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersio
n\Run

and

HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\Curre ntVersion
\Run

Look for things that might be opening this folder.

Have you disabled saving the current state of the deskop
on shutdown? If so then sometimes it always uses the state
it was in before you disabled it, try enabling it again
and shutting down with an empty desktop

Problem window

Go to control pannel and choose Folder Options, then in
view there is a check box in the Advanced Settings bit,
the option is "Restore previous Folder at windows Logon"

That is from an installation of ATI video drivers. It *ought* to go
away if you close it and reboot, provided Folder Options - View has
'remember each folder's view settings' checked
