problems with PCMCIA->USB2 card

hello,
I have big troubles with pcmcia cards USB2 (billionton and belkin )
they are recognized but not installed because "not enough ressources "
I cant understand why ?

Open your BIOS and se if any IRQs are disabled. Also check
the device manager.
