Program Compatibility Wizard

I am interested in loading some programs that use older
versions of Windows. When I attempt to start the Program
Compatibility Wizard it comes up part way, but all the
choice buttons are grayed out and only the "cancel" button
does anything (i.e. it cancels the program). It there any
way to fix this short of reinstalling XP?
