pull down menus won't extend, i.e "file", then "send to" - won't work

I don't do a lot of work in MS - so please excuse my ignorance.

None of the "arrows" on the pull down menus work. I.E. - want to
email a document - Go to FILE - then SEND TO - and arrow is supposed
to active a choice. None of the arrows under any of the pull down
menus work.

I have read HELP and messed w/ this for 2 days. Any suggestions?
