This was not a sensible thing to do - go to an unknown site and give them
your credentials and allow them access to your PC remotely.

Yes - change your password immediately.
Also install a good quality firewall and block all ports necessary to allow
this and also turn off your remote desktop connection if you do not need it.

I went into user accounts and change the password, but windows will not
allow me ..
What restrictions are there to change it?
Am I risking my access to any files?

If they are using the standard ActiveX control, it shouldn't be an
issue as it calls the RD ActiveX control directly - this data isn't
posted back to the website... If it was, all Web-based Remote Desktop
Clients would have a HUGE security hole...

However, it is safer if you used a known version...

If you went to site you reference (and didn't specify the Send Login
Information... checkbox), there shouldn't be any security
implications... Also, you can only change your own password. If you
are an Administrator, you also should be able to change other user
passwords...

You can't connect to yourself. You have to use it from another computer. This is because you have only paid for one person at a time to use windows XP, hence you can't logon twice. Windows Servers allow 2 logons at a time via TS (for administrative purposes but you can do anything you want) and of course it can be setup if you pay the cash for any number of users.

I am trying to login from a different/distant location. It shows the same
msg.
Is there a support/help site regarding how to do all necessary for web
connection?
Thanks for any help though.

You do understand that uni web site had no involvement in the connection. I looked at the source code (well it was only a quick read) and it does not collect any details from you. Everything is happening in the web page stored in your computers memory. Once you view the page the site has no further input. It has no way of telling what you type or what you do with that page except that you downloaded it.

You can save that file to your hard disk and it will work just as well.

Can you connect to any web page on your server. IIS should have a default page.

http://nnn.nnn.nnn.nnn

Should show you a default web page. If not something is blocking inbound web server connections.
