raw socket with non-admin account on Vista

Default raw socket with non-admin account on Vista

By testing, on Vista 32 and Vista64, raw socket can work (create, bind, recv
etc) when login with *standard* user account. It can't be on XP. In other
words, on XP, raw socket can work only when login with admin account.


I'm not sure if there are plans for Vista to turn this off before Vista is
officially released.

Appreciate any advice.
