RDP from XP to Vista Ultimate

Recently upgraded from Vista Home Premium to Vista Ultimate, specifically to
enable Remote Desktop.

netstat -ano shows pc is listening on 3389, pid is the rdp service.
an exception is set in Windows firewall.
rdp is set to accept all connections, not just NLA.
tried turning off A/V.
tried turning off firewall.

attempting to connect from XP Pro sp2 with RDP 6.1 fails.

telnet to port 3389 fails.
run Wireshark on Vista pc shows inbound connection attempts, but no
responses from Vista.

I'm wondering if something failed in the upgrade that is not allowing RDP to
work. Anything in the registry I can look at? Any other suggestions?

More notes, the Vista pc is in a workgroup not a domain. Connections have
been attempted both remotely over a VPN connection and on the same LAN.

Any type of anti-virus/worm/Trojan software running on the Vista
machine? Are you running OneCare Live?

I presume when testing over the local LAN your calling using the private
static LAN IP of the Vista RDC host machine. Correct?

What anti-virus/worm/Trojan software are you running? In the past there
have been reports of NAV worm protection blocking RDC incoming requests.
You may need to uninstall as a test. There have also been reports of a
Cisco VPN client software blocking RDC requests.

The pc has Norton Internet Security and it has a Cisco VPN client. I have
disabled both and still get no response from the system.

After the upgrade from Home Premium to Ultimate, the Cisco VPN complained
about a driver issue when trying to connect and the software had to be
reinstalled. Is something similar possible with rdp? Is it possible the
facility didn't get enabled probperly via the upgrade?
