Default Recycle Bins for multiple hard drives

I have two hard drives, C: and D: My recycle bin only works for my D: drive,
items deleted from the C: drive do not show up. I have looked under
"properties" for the recycle bin, and there is no tab for the C: drive. How
do I reestablish a bin for the C: drive?

I would try creating the directory and see if that works. If not, try
setting the properties to be a recycle bin. Not sure if it can be done but
it's worth a shot. Or, copy the recycle bin from D: to C:

C:\recycler is the actual recycle bin.

Turn the recycle bin off for all drives then turn it back on and test it by
creating a text file and deleting it on both drives.
