First I've heard of this. I have it applied with no issues. Do you haveboth values in place?

Yes, I have both values in place, and if I understand correctly, the
default for MaxConnectionsPer1_0Server is 4 and the default for
MaxConnectionsPerServer is 2. What I see happening is more and more
red x's when I increase these values AND use a local proxy server.
Also, I have tested the case where I have a local web server, and I
point IE to a local web page w/ many images. Then I see intermittent
red x's.
