Registry Edit Disabled

I'm currently running Xp Pro. When I try to run Regedit,
there is message that reads.....registry editing has been
disabled by your administrator. I am the administrator or
at least I thought I was. There's no one else using my
computer. How did this happen? And how can I 'enable'
this function?
