Remote Access Connection Manager?

I reinstalled windows and now I cannot connect to the
internet because the Remote Access Connection Manager
will not start. I've checked the services that it is
dependent on and they are all working. Gives me an error
711 to tell me it's not working. When I go to start it
it says error 5, access is denied. Anyone help?
