Remote Desktop - Restart computer

I have a couple of Windows XP machines running under VMWare, and access them
through Remote Desktop.

My question is; is there a way to activate functions to allow the client to
select Shut Down and Restart instead of only Logout?

CTRL+ALT+END with the remote desktop in focus.
Should bring up the options you need (especially if in domain, will be more
obvious.)

Could also create a batch script - assuming they have rights - using the
"shutdown" command and have a shortcut in the start menu or on the desktop.

But CTRL+ALT+END with the remote desktop in focus should work fine.

Yep, that works fine, but what I want is a way to enable the Shut down and
Restart options in the Start menu.

Is there some policy setting (I am running in a domain), or perhaps a
registry setting hidden somewhere?

Sure, you can use group policy to manage shutdown and restart option. This
is the example,
shutdown
To remove shutdown menu and keep Logoff, go to MMC>Local Group
Policy>User Configuration>Administrative Templates\Start Menu and Taskbar to
enable Disable ...
