RemoteAccess services is not starting

Yesterday I set IPEnableRouter registry entry to 1 and "Routing and Remote
Access" services is no longer starting. I checked event log and it says
"Unable to load C:\Windows\System32\iprtrmgr.dll". I've checked permissions
and file itself - everything seems to be in order. When I'm trying to star
this service from console there is service specific error 183. I was
wondering what might be causing it.
