is there a resource meter in windows xp? as in 9x. if so
where is it, and how do you turn it on/off?

The concept of "resources" as it applied in 9x does not
exist in XP. The closest approximation will come from
Task Manager's Performance tab, or Performance Monitor
(perfmon.exe)
