RESTORING BACKUP FOLDERS TO REFORMATTED DRIVE

If you're doing a clean install, no this won't work. The files are not
enough, in most cases. There are other components that are placed in other
folders, that you may have missed, and then there are the Registry entries
that the program creates for itself.
