Restricted Account (Guest Account)

Is there a way where i can create a restricted account like the GUEST one, So
that my kids cant install new programs and things like that?

Yes - In Control Panel, click on User Accounts and create limited accounts
from there. The problem, reflected in a post that I started ("lockdown") is
that many applications that you think are shared are not.
