rich click and select open or explore selects copy by default then crashes

click on a folder, say, for Microsoft Office) and select either OPEN or
EXPLORE the context for COPY to folder opens up instead and when I select
CANCEL, it crashes EXPLORER.EXE Is there a fix ?
