runas causes Overlapped I/O Operation in Progress

Hello,

I have a Windows XP Pro machine joined to an Active Directory domain.
Regular users do not have access to command prompt (this is accomplished via
group policy). When I right click any executable and try to do a runas
(cmd.exe, notepad.exe, wordpad.exe) using a Domain Admins account the system
will hang for a few seconds and then I get Overlapped I/O Operation in
Progress. This is on a Dell OptiPlex GX110. If I do the same using the
local Administrator account it works. Any thoughts or suggestions?
