Running programs while computer is locked

How can I run background programs (e.g. file sharing, etc)
while windows is locked (i.e. when you ctrl-alt-delete and
click "lock computer")? Programs seem to stop functioning
when the computer is locked, and I would like to know if
it is possible to keep these programs running while
keeping a password to protect against unauthorized access.
I am on a network domain, running XP pro, if that info is
of any help. Thanks.

Wrong! ...server services (ie: file sharing) keep running even when the
computer is locked.

Ok sorry, maybe that one runs, but other the programs on
the computer do stop functioning when it is locked. Do
you know how these can be kept running?

What stops functioning? ...need specifics. Everything should still run.
