anyone knows how to save a whole web page to PDF or something else that can
be use locally when the web goes down?

Well, Adobe Acrobat can save a whole page as a PDF, but you could also
just click Save As... in Internet Explorer's FILE menu, then select "Web
Archive, Single File (*.mht)". I don't use that feature very often, but
the times I have used it, it worked quite well.

If you want to use PDF there is a program called CutePDF that is a virtual
printer driver that will output into PDF format.

Note that it will be just like a printed copy in that you cannot change
pages etc. There are program called webrippers that will download a whole
site locally and let you browse through the copy on your computer. They can
even be scheduled so they are up-to-date, and further more they will only
download the changed files. Just do a search on download.com and you'll
find them.

You could find "print to .pdf" driver at ebay.com for cheap.

You actually don't need to save it as a PDF, just save it as local HTML
files. It should download and be viewable on your computer just as if
you were on the website.

In Internet Explorer, click File, Save As..., then save it where you
will be able to find it and view it. If you want to download an entire
website, there are a few software programs that can do this, but they
cost money (for the ones that I know of).
