Windows Live OneCare does not block ActiveX downloaded via the browser unless
they are found to be infected as they load. And then, hopefully, the infection
would be blocked.

Try right clicking on IE and Run as administrator, I had same problem with
not being able to install activex controlls because of security settings. I
ran as administrator and problem solved. hope that helps
