According to this http://setacl.sourceforge.net/ it's not implicitly.
However it works with XP so it might in Vista.

Then it *is* implicitly - but not explicitly expressed.

You can make use of SunInACL.exe if you intend to set registry permissions.

The download page doesn't mention Vista in the supported platform though.
